While the return of a Democratic Congress brought hopes of "the most technology friendly [Congress] in history," the first session of the new Congress was instead marked by a "record of neglect," according to Republican Representative and Internet Caucus Co-Chair Bob Goodlatte. This year could be more of the same, since many of the issues that crowded the agenda in 2007, such as Iraq, immigration, and Bush administration scandals, remain unresolved and require Congress' attention, while the number of days that Congress is in session will drop nearly 40 percent due to the election year.
