I suspect that the role of the House of Lords in the government of this country is little understood and the work of its Select Committees is probably largely unknown. I shall begin this lecture, therefore, with a brief account of the origins and role of the House of Lords Select Committee on Science and Technology, Before going on to discuss the Committee's latest report, Information Society: agenda for Section in the UK[1]. It is a somewhat surprising fact that 100 years ago, And indeed until 1902, the Prime Minister was a Member of the House of Lords, the Marquess of Salisbury, and there was far less disparity in power And influence between the two Houses of Parliament, The elected House of Commons and the hereditary House of Lords, than there is now [2].
