摘要

When the UK first attempted to join what was then known as the Common Market in the early 1960s, the Prime Minister Harold Macmillan mocked the hesitant attitude of the Labour Party by quoting a song from his youth about an indecisive young woman with the lines: 'She didn't say yes, she didn't say no/She didn't say stay, she didn't say go'. Those, despite the complexity of the issues, expecting a simple answer to the question posed in the title of this volume might react in a similar way. On the one hand, Zielonka suggests that the EU might continue to exist for a long time, on the other there are suggestions that its demise might be imminent. What is certain is that he is highly critical of the organisation in its present form. His attitude might be summed up as 'sceptical', but not in the sense the term is usually used in connection with the EU as a euphemism for rampantly nationalistic. Rather, he favours different forms of co-operation within Europe which are seen as more adapted to the modern world.
