The Canadian government system has allowed the planning of a controversial power plant in Toronto, Ontario, against objections advanced by City of Toronto and Government of Canada agencies, such as Toronto City Council and Environment Canada. Ontario Power Generation and TransCanada Energy are developing a 550MW natural gas fuelled plant on the downtown east Toronto waterfront. The Portlands Energy Centre is sited at the eastern part of the fossil fuelled Hearn Generating Station formerly owned by OPG predecessor Ontario Hydro.
