Commission Unveils Plan For Rebuilding New Orleans

The commission appointed by New Orleans Mayor C. Ray Nagin to oversee the recovery of the city devastated by Hurricane Katrina has unveiled a blueprint that includes plans for the rebuilding of neighborhoods, development of parks and open space, transit and transportation, and flood and stormwater protection. The Bring New Orleans Back Commission released the action plan developed by its urban planning committee on January 11. The plan includes a controversial temporary moratorium on building permits for heavily flooded and damaged areas until neighborhood planning teams complete their work, base flood elevations are issued by the Federal Emergency Management Agency (FEMA), and adequate utilities and city services are available. The neighborhood teams, which would include residents, planners, historic preservation experts, environmental and public health consultants, and finance experts, are supposed to begin work by February 20 and complete their plans by May 20.
