EPA Would Extend Lead Paint Removal Training, Work Practice Requirements to Renovations

The Environmental Protection Agency (EPA) has proposed revising and extending its current training, certification, and work practice requirements for lead-based paint testing and removal to firms and individuals who provide renovations and remodeling of child-occupied housing and facilities built before 1978. In a proposed rule published in the January 10 Federal Register, EPA also would allow interested states, territories, and Indian tribes to receive authorization to administer and enforce the new renovation provisions. Comments are due April 10. The proposal would extend the lead-based paint requirements to targeted housing built before 1978 in two phases. The initial phase would include all targeted housing where a child under six resides, if the child has certain elevated blood-lead levels, or if the firm performing the renovation does not know whether a child resides there, except housing for the elderly or persons with disabilities where no child under six is a resident. The first phase also includes all owner-occupied and rental housing constructed before 1960.
