Government Accountability Office (GAO) testers found that it was often difficult to file discrimination complaints with HUD's Office of Fair Housing and Equal Opportunity (FHEO) field offices and fair housing assistance program (FHAP) agencies. In its report, the GAO said that FHEO and FHAP agencies often responded promptly and provided useful guidance and information, but were not always thorough or timely in carrying out intake activities, and most failed to enter data required in the automated management system to be able to monitor these cases.
