Syndicators and investors have begun to compete for low-income housing tax credit projects by providing easier terms and requiring fewer guarantees from developers and sponsors. "We're seeing a little bit of that already, but the fear is that we'll see a lot more of it," said Jenny Netzer, executive vice president for MMA Financial, a national syndi-cator.
