Several groups representing Section 8 property owners have asked HUD to adopt an interim rent adjustment procedure that would use a short-term no-interest loan from project reserves or a market-rate loan from private lenders to pay for the major cost increases for utilities and insurance that have threatened the financial health of many properties during the past year or two. The National Affordable Housing Management Association (NAHMA) has led the effort to design the new rent adjustment process, hiring Recapitalization Advisors, Inc., of Boston as a consultant.
