HUD Issues Guidance on Combining Section 8, Public Housing Funds To Assist Gulf Hurricane Victims

PHAs combining public housing and Section 8 voucher funds for hurricane relief under the special authority provided in December's emergency supplemental appropriations act (H.R. 2863, Pub. L. 109-148) can only use the combined funds for public housing, according to guidance from HUD. Section 901 of the emergency supplemental allows HUD to authorize PHAs in areas of Louisiana and Mississippi impacted by Hurricanes Katrina and Rita to combine public housing capital and operating funds and Section 8 voucher funds to assist families who were receiving assistance under the U.S. Housing Act of 1937 and were displaced by the hurricanes.
