The percentage of military servicemembers eligible for federal rental housing programs, including the low-income housing tax credit program, would substantially increase if the basic allowance for housing (BAH) is excluded from income, a report from the Government Accountability Office (GAO) says. The GAO based its findings on the assumption that military pay is the servicemembers' only source of income, even though about 80 percent are married and therefore are likely to have other wage earners in their households.
