Twenty-eight percent of emergency managers believe the public's varied communication preferences is the greatest challenge they face, this according to the recently released 2013 Federal Signal Public Safety Survey. These challenges include effectively reaching a growing, older population with many special language and other needs, such as hearing and vision impairments.
