The key issues - and main area of conflict - will probably be the tension between the forces of centralisation and decentralisation. This has been characteristic of the past century, particularly since about 1975, when Labour minister Tony Crosland declared "the party's over" and paved the way for the radical shake-up in local government effected by Margaret Thatcher's administrations.
