SURVEYING THE SYSTEM FOR HAZARD RATING

The Housing Hazard Rating System is being developed for the DETR as part of the fitness standard review. There has been considerable speculation about the principles, content and procedure, but not much hard information. Stephen Battersby and David Ormandy explain the basic principles, and clarify some misunderstandings. Aprime objective of the fitness standard review has been to devise a system which could replace the current standard laid down in section 604 of the 1985 Act, to provide a minimum health and safety standard. To achieve this, the system had to address two major deficiencies: firstly, that some of the most important health and safety hazards that can be found in dwellings are not covered; secondly, there is no differentiatiation between borderline unfit and grossly unfit.
