The arguments in favour of health "promotion" over "education" have been widely acknowledged by health workers in the UK for some years now. This is not generally the case, however, in Africa and Asia, where WaterAid and its partners work - where education is much more likely to be of the "chalk and talk" variety. As water and sanitation are invariably regarded as technical rather than social issues, it's hardly surprising that the health benefits from improved water supply and sanitation have not been as great in developing countries.
