In economies in transition, environmental funds have provided subsidized financing to stimulate environmental investments which would be post- poned because of a combination of factors including more pressing economic investment priorities, weak capital markets, and lax enforce- ment. The demand for financial support form environmental funds has exceeded supply, requiring funds to reject some applications.
