It is traditionally thought that due to the great difference in thermal capacities of the atmosphere (C_(at)) and ocean (C_(oc)), the surface layer of the ocean becomes adopted to rapidly changeable conditions in the near-water atmospheric layer during short time periods and, in contrast, it takes substantially more time for the atmosphere to become adapted to the ocean.
