It is stated in all books on the physics of the Earththat the tidal force at the center of the Earth is zero~1and it is calculated as the difference between the attraction of external forces, for example, the Moon and the Sun rotating around the motionless body of the studied object, the Earth [5]. This is a static approach. Newton focused attention on the complete dynamic description of the tidal force [2], and E. Max showed the inconsistency of the real deformation of the hydrosphere in a model of motionless Earth,around which the and Moon the Sun rotate [4]: "It is not always clearly stated that the phenomenon should be actually different if the Earth and the Moon were not observed relative to each other in an accelerated motion but in a state relative to rest." Max illustrates this statement in a figure (Fig. 1). It is shown in the figure that, in the case of the motionless Earth and the Moon rotating around it, the tidal deformation of the ocean would have a one-sided shape. Max comments on the figure as follows: "Thus, the water weight would decrease at point A and increase at point C. The water level would increase at points and decrease at point C, and the water would elevate only on the side turned to the Moon."
