Most organizations get evaluation all wrong

Although I no longer work as a research chemist (my first career) I still like to think of myself as a scientist. In science we need to balance theory and evidence - and in technology we apply science in real situations. Hence engineers building a bridge use theory from areas such as physics alongside experimental evidence before they even think about the actual structure they will produce. They evaluate before they do anything. If they did not we would be worried about their professionalism - and the quality of their bridges. It would not be a good idea if the engineers decided to experiment first and evaluate afterwards.
