RESEARCH ON THE COORDINATED DEVELOPMENT OFSHANGHAI'S REGIONAL DEVELOPMENT ANDLOW-CARBON ECONOMY BASED ON THECOORDINATION DEGREE MODEL OECOMPOSITE SYSTEMS

In the context of global climate change, energy issues have become a common problem faced by allcountries. China has a large population base and rapid GDP growth, but our energy consumption is still in the primitive stage, dominated by coal. The coordinated development of regional development and low-carbon economy in the context of the initi- ative has become a new driving force for the sustain- able development of Shanghai's economy. Based on the relevant data of Shanghai from 2003 to 2018, theindicator system is designed from the perspective of sustainable development and the coordination de- gree model of the composite system is used to con- duct empirical research on the level of synergy be- tween Shanghai's regional development and the low- carbon economic composite system. Studies have shown that the composite system has entered the in- itial stage of high coordination from mild to short- term, but the growth rate of coordinated develop- ment has slowed down significantly in recent years. The main reasons are: the rules and regulations in the regional development subsystem are not sound enough and the output ofhigh-quality results of tech- nological innovation is insufficient, the clean energy conversion rate in the low-carbon economic subsys- tem is not high, the use of energy-saving and envi- ronmentally friendly technologies, and the construc- tion of social public facilities is not comprehensive enough.
