Money matters. Many new studies in recent years show that raising incomes of poor parents alone has a direct constructive impact on improving the emotional and cognitive abilities of their children. These programs also have a measurable effect on improving poor children's earning power as they turn adult and reducing the likelihood they will commit crimes.
