During the weekend shift at the Atlantis Municipal Water District (AMWD) treatment facility, a veteran water quality specialist, Bred, receives a call from a customer complaining of cloudy water. Fred writes down the caller's information, hangs up, and checks to see if a crew is available to visit the residence and collect a sample. A few minutes later, Fred receives another call from a customer who describes the water as being murky and having a musty odor. As he's writing down the details from this latest call, the phone rings again. This time the caller describes the water as having a yellow-brown tint. Fred is struck by the rapid succession of calls and isn't sure whether he should deviate from the utility's typical response to customer complaints. Normally he would call his supervisor for guidance, but he knows that she is on vacation. Fred weighs the alternatives as the phone rings again . . .
