Selecting Disinfectants in a Security-Conscious Environment: Six Utility Case Studies

The US Department of Homeland Security implemented the Chemical Facility Anti-Terrorism Standards in April 2007. The law established a federal security program for facilities manufacturing, using, or storing potentially hazardous chemicals, including chlorine gas. Drinking water and wastewater utilities are currently exempt from this law. In November 2009, in an effort to revise and extend the broader chemical security program, the US House of Representatives passed the Chemical and Water Security Act of 2009 (H.R. 2868). This bill would have ended the exemption for water and wastewater utilities and allowed Homeland Security to regulate the security of these facilities; however, it did not pass in the Senate.
