While I must admit that when given the opportunity to review a book that was ex plained to me as a "legislative history" book, I was not jumping up and down with excite ment. However to my extreme delight and surprise, "Across the Aisle" by Darryl Keh-rer and Michael McGrevey is, to date, one of this country's most accurate and detailed books on how an idea evolves into a law and eventually into one of the most powerful education entitlement and retention tools the U.S. military has ever utilized.
