Combination with the status of the carrier itself, the requirement of modernization, the situation when signed the contract originally, the state of the economic and industry, analyse deeply the reason of the schedule delay and cost rising. Ultimately, get a revelation that it's very important to maintain the industry base and construct independent and strong defence industry.
