Taking the heat charge reform at Taiyuan Thermal Power Company as the example,the paper introduces the failure of the reform in some residential complexes of Taiyuan,explores the concrete reasons for the phenomenon,and points out some suggestions and advice for the bet-ter implementation of the heat charge,so as to provide some reference.%以太原市热力公司实施热计量改革为例，介绍了供热计量收费实施中部分小区无法实施热计量收费的现象，并探讨了该现象形成的具体原因，提出了更好更快地实施热计量收费的意见和建议，以供参考。
