对建设工程项目中项目管理与工程监理二者的内涵、关系进行了论述，并从实际出发，系统分析了项目管理和工程监理的合同服务范围以及管理职责，以促进我国建设工程项目更好的发展。%The paper indicates the connotation relationship between the program management and engineering supervision in construction engi-neering programs,systematically analyzes the contract service scopes and management responsibility of the program management and engineering supervision from the fact,so as to enhance the better development of the construction engineering program in China.
