依据合同能源管理的内涵，对其发展过程进行了论述，提出了合同能源管理的分类方法，并结合碳排放和碳交易，引入了CCER 的概念，以期让节能服务企业帮助轨道交通企业节省的能耗和排耗量在交易平台进行碳排放权交易与碳排放中和，实现利益扩大化。%According to the connotation of contract energy management,the article discusses its development process,and puts forward its classi-fication methods. Combining with carbon emission and carbon transaction,it introduces CCER concept,with a view to let energy-saving service help rail transit enterprise’s energy consumption saved and emission to realize the neutralization of carbon emission right and carbon emission in the transaction platform and to realize maximum benefit.
