灾后重建村庄规划难点及策略初探--以西藏吉隆县灾后重建村庄规划为例

摘要

通过归纳总结西藏吉隆县灾后重建面临的主要困境和难点，分析灾后重建村庄规划的关键策略和技术方法，重点聚焦于村庄安全和村民生产生活的恢复与提升，并从物质、经济和社会层面的全面重建入手。在物质层面塑造安全舒适的安居环境；在经济层面激发村庄产业发展活力；在社会层面努力重塑村民信心，抚平灾难带来的伤痛。达到近期指导应急灾后重建、远期促进村庄持续健康发展的目标，以期为编制灾后重建村庄规划提供经验借鉴。%By summarizing the major dififculties in Tibet Jilong, this paper analyzes the key strategies and methods of village planning for post-disaster reconstruction, focusing on village security and recovery of villagers’ life.To guide the emergency post-disaster reconstruction recently and to promote villages’ self-development in the long term, planning strategies are explored from material, economic and social perspectives,so as to create a safe and comfortable environment, to stimulate the vitality of the village’s industrial development, and to rebuild the conifdence of the villagers.This paper is dedicated to providing experience for post-disaster reconstruction of village planning.
