The renewable resources should be comprehensively utilized in two ways. From technology angle that based on the precondition of environment harmlessness; we realize the comprehensive and cycling utilization of resources. From management angle, we find problems and solve them timely during the supervision and evaluation of procedure and quality of utilization of renewable resources. From the unity perspective, the important way to supervision and evaluation is to build the evaluation index system. Therefore, this article, according to the common character and comparability existed in the use of renewable resources, based on the building principles of evaluation index system of comprehensive utilization of renewable resources, uses analytic hierarchy process method to build the evaluation index system of comprehensive utilization of renewable resources, and calculates weight value of all level's in the evaluation index system.%再生资源综合利用应双管齐下.一方面从技术角度,利用先进技术,在对环境不产生负面影响的前提下,实现资源的综合以及循环利用；另一方面从管理角度,对再生资源利用过程及质量进行监控和评价,及时发现问题加以改进.从管理的统一性看,进行监控评价的重要手段就是建立评价指标体系.因此,试图根据再生资源综合利用中存在的共性和可比的内容,基于再生资源综合利用评价指标体系构建的原则,利用层次分析法构建我国再生资源综合利用评价指标体系,并对指标体系中各层级的权重进行了测算.
