浅析政府引导基金“寻租”风险防范

摘要

After the introduction of the "Venture Capital Fund on the establishment and operation of norms guidance" , local governments speed up to promote the work of venture capital fund. However, the government guidance on the market as fund managers will occur the "rent - seeking" , so it is important to guard against the risk of governmental guiding funds. This paper describes the characteristics of government guidance funds and points out that it is easy to be "rent - seeking". The paper further proposes several ways to prevent " rent - seeking" risk measures.%《关于创业投资引导基金规范设立与运作指导意见》出台后,各地政府加快了推进创业投资引导基金的工作节奏,但是目前市场上对政府引导基金将成为基金管理人员“寻租”工具的议论声不断,因此防范政府引导基金的风险成为政府引导基金的重中之重.通过介绍政府引导基金的特点,分析了其易沦为“寻租”工具的原因,并进一步提出了几点如何防范“寻租”风险的措施.
