从ATP计划到TIP计划看美国产业技术研发政策的变化及启示

摘要

Based on the comparison between technology innovation program (TIP) and advance technology program ( ATP) , the paper analyzes the characteristics of the funding scope, management and policies of TIP and reveals the change of the policies on industrial technology in USA. Finally, the paper summarizes the inspirations China can learn from TIP by further analysis on what TIP has inherited and developed from ATP.%通过对美国技术创新计划(TIP)与美国先进技术计划(ATP)的对比,分析了TIP计划在资助对象、资助目的、资助方法、管理模式等方面的特点,并从中揭示美国产业技术研发政策的变化.最后,透过进一步分析TIP计划对ATP计划的继承与发展,提出对我国科技研发政策制定的启示.
