Under overlapping regulation policy of carbon tax and carbon emission trading scheme the paper points out that the carbon emission price and social emission is decreased, which distort the efficiency of carbon emission reduction.The government can cut carbon emission cap, which can spur carbon emission price and social emission reduction increase, in order to improve the efficiency of social emission reduction.%从理论上分析碳排放交易机制与碳税双重管制政策下,碳排放价格与社会碳减排量下降扭曲碳减排效率.在碳排放交易机制下,政府可以下调碳排放量上限诱使碳排放价格和社会碳减排量增加,提高社会碳减排效率.
