为系统解决现有研究尚未关注重大科技项目合作行为管理的问题,首先结合重大科技项目存在的高创新性、高风险性、高整合性三个重要特征,基于合作结构界面提出了重大科技项目合作网络系统的概念及内涵,并在此基础上阐述了合作网络系统具有相关性、整体性、目的性、开放性四方面性质特征,然后按照项目合作主体之间的等级关系将合作网络系统划分为横向、纵向和双向三种类型,最后依据复杂系统理论分析了合作网络系统的运行效率及其影响因素.%In order to solve the problem that current research rarely focus on cooperative behavior management in major scientific and technical (S&T) programs, three key characteristics of major S&T programs, i. e. , high innovation, high risk, high integration, are proposed firstly. After that, the conception and connotation of cooperative network system (CNS) in major S&T programs are presented based on cooperative structure interfaces, and its four properties, i. e. , correlation, wholeness, purposiveness, openness are discussed. The CNS is classified to the transverse, the longitudinal and the hybrid according to hierarchical relation between program cooperative subjects, and the CNS running efficiencies as well as its influencing factors are analyzed by complex system theory finally.
