要实现对灾害的有效防控,必须充分调动应急机制中不同参与主体的积极性,充分发挥各主体的功能.构建了由政府主导,科研单位与企业参与的应急设备研制、开发、储备的委托代理模型,并对该模型进行了数值模拟和求解.结果显示:只有满足各参与主体需求,充分调动各参与主体参与灾害应对的积极性,才能最大化发挥各参与主体的功能,积极进行应急设备的研制与开发、储备等,建立长效、稳定、协作的公共安全应急机制.实现时灾害的有效应对,充分发挥公共安全应急机制的作用.%Only by fully mobilizing the enthusiasm and giving full play to the functions of different participants in the emergency mechanism can the effective control of disaster be achieved. This paper constructs a principal - agent model which is led by government with scientific research units and manufacturers involved in the research and development, the reserve of the emergency supplies and equipments. After the numerical simulation and solving, it has the results which shows that only when the demands of all participants are met and their enthusiasm is fully mobilized can the maximum function of each participant be realized in the research and development, reserve of emergency equipment. Thus, we can establish a longterm, stable and synergic mechanism to respond to the natural disaster effectively and to make full use of the emergency mechanism.
