R&D and knowledge spillovers have significant impact on the high - tech industry development, such as human capital spillovers, international trade spillovers, FDI spillovers. The property right system reform also influences high - tech industry development performance. The empirical results show that the government's financial investment and human capital have a positive impact on the high -tech industry in the relatively backward area in economy, we should strengthen the government' s R&D input. FDI and international trade also has positive effect on the high - tech industry.
