果蔬质量安全治理中政府失灵的原因及对策研究

摘要

Based on government failure of quality safety management of fruit and vegetables, this paper is to study the causes of government failure. The study shows the following main causes: low concentration of market, no representative sample , governance lagging of food poisoning, opportunism, asymmetric information of government, characteristics of rational economic man of government, lack of traceability, and dilemma between farmers'interests and safety. At the end of this paper, policy - making suggestions are given.%在对果蔬质量安全治理中出现的政府失灵现象进行介绍的基础上,研究果蔬质量安全治理中出现政府失灵的原因,研究表明,原因主要有生产经营者的市场集中度低、抽样不具有代表性、事件导向治理的滞后性、生产经营者的机会主义、政府部门的信息不对称、政府部门的“经济人”特征、安全责任缺乏可追塑性、兼顾质量安全和农民利益的两难困境等,最后提出相关的政策建议.
