《瓦森纳协议》对我国高技术的出口限制

摘要

In this paper, we study the contents of The Wassenaar Arrangement ( WA) and its relevant policies, compare WA with EAR, and analyze the WA high - tech restrict status to China and the influences on China' s international cooperation. We suggest that we should study the WA seriously, and regard it as an important reference in national high - tech development emphases selections. And we also suggest that we should carry out diversification strategy on high - tech cooperation, and look for high - qualified S&T international cooperation with the members of WA.%通过研究《瓦森纳协议》的限制内容及相关政策,并与《美国出口管理条例》进行对比研究,分析其对我国高技术发展重点的限制状况,以及对我国国际科技合作所带来的影响,提出应认真研究《瓦森纳协议》,将其作为我国科技计划重点任务选择的重要参考；实施多元化高技术合作战略,积极寻求与《瓦森纳协议》成员国更高层次的科技合作.
