A good performance evaluation of scientific research management in the secondary colleges of a university is an important landmark to estimate and enhance the overall research strength of campuses. In this research, qualitative and quantitative comprehensive evaluation methods are adopted to evaluate responsibility consciousness, office procedure and managing performance of a secondary college. Management performance indicators are set up mainly for university research platform of secondary colleges, research projects, achievements in scientific research, technology services, talent teams and academic exchange. Achievements in scientific research and technology services are much more important than any others. The applied patents score higher than those which have just been granted. The evaluation of papers involves in differences between disciplines and peer inter - partition references. Technology services for companies consider new economic effectiveness and so on. A few suggestions are made to promote the scientific research management in secondary colleges too.%二级学院良好的科研管理绩效是评价和提升高校整体科研实力的重要标志之一.拟采用定性与定量相结合的综合评价方式,主要通过对高校二级学院的责任意识、管理方法和管理绩效三个指标逐项考核与综合评定.管理绩效指标设置主要针对高校二级学院的科研平台、科研项目、科研成果、科技服务、人才团队、学术交流六个指标进行定量考核,其中科研成果、科技服务指标高于其他指标；已实施专利分值高于授权专利；科技论著考虑了学科间差异、分区间和同行引用；科技服务考虑了为企业新增效益等,并对推进高校二级学院科研管理工作提出几点建议.
