生产力促进中心创新政策的演进与优化

摘要

With the development of productivity promotion center,the construction and improvement of its policy system generally can be divided into four stages.At each stage,the quantity and level of policy are different;effects and ways of implementing policies are different with obvious characteristics;the effective cohesion policy chain is formed.At present, in the new situation of innovation driving development,productivity promotion policy system center faces new influencing factors,which need optimizing service function through the policy and promoting the development of science and technology intermediary service institutions.%伴随着生产力促进中心的发展，其政策体系不断建设和完善，大体上可分为四个阶段。在每个阶段，政策数量和层次各有不同，实施的成效和途径有所差异，阶段特征相对突出，但基本形成了政策链上的有效衔接。当前，创新驱动发展战略的新形势下，生产力促进中心的政策体系面临新的影响因素，需通过政策优化实现服务发展的功能，进而形成促进科技中介服务机构发展的政策路径。
