基于利益相关主体的区域资源管理优化机制研究

摘要

提出从政府、市场、公众（包括企业、居民）三利益相关主体角度建立资源管理优化机制并进行定量分析。在模型构建中，尝试运用目标规划理论建立关于三利益主体利益最大化的优化模型，计算得到资源开发区合理的资源开发生产规模，重点对该规模下各主体利益进行分析，从而完成利益主体间利益转嫁。并进一步借助灵敏度分析对资源管理机制所涉及因素的变化情况进行深层次全面研究，以达到通过利益调节引导区域内主体行为的目的。为定量化描述和分析资源管理提供新的思路。%This paper puts forward the resource management optimization mechanism based on the stakeholder of govern-ment,market,public (including the companies,denizen).In the model,the paper tries to build an optimization mecha-nism model based on three stakeholders by the theory of Goal Programming,from which the author can obtain the rational scale of resource exploitation and the corresponding benefit of every stakeholder,and make benefit subsidy among them.At last,the paper analyzes the changes of the influencing factors by Sensitivity Analysis in order to guide the stakeholders’be-havior by regulating interest.It provides a new idea of quantitative description and analysis for resource management.
