“十二五”期间我国地区企业科技创新工作效率评价——基于DEA模型

摘要

采用数据包络分析(DEA)的BCC模型和视窗分析方法,以静态分析和动态分析相结合的方式,对我国30个省、自治区、直辖市规模以上企业在“十二五”期间的科技创新效率进行研究,以期为“十三五”期间科技创新工作的开展提出合理性建议.研究发现:“十二五”期间地区企业的科技创新总体效率均值较高,但是存在部分地区效率低和众多地区投入冗余与产出不足的情况;全国以及东部、西部地区企业的科技创新效率均呈现先增后减的发展趋势,而中部地区呈现相反的趋势.%This paper uses DEA window analysis method to study technology innovation efficiency of 30 provinces,municipalities and autonomous regions in China based on static analysis and dynamic analysis.The study found that the overall efficiency of enterprise technology innovation in China's 12th Five year plan area is comparatively high on average,but there is low efficiency in some areas,input redundancy and output deficiency in many areas.The study also found that the enterprise technology innovation efficiency shows a trend of first increasing and then decreasing in the whole country,particularly in the eastern and western areas,while it shows the opposite trend in the central areas.
