国家自然科学基金联合基金项目管理机制优化策略

摘要

联合基金是国家自然科学基金委员会根据国家对自然科学基金的定位而设立的,基金委通过开展联合资助,协调多方合作与互助,推进研究资源共享,为国家创新体系建设发挥了积极作用.近年来,随着国家自然科学基金投入幅度的不断增长,国家也要求科学基金更好地发挥导向作用.通过对承担过和申请过各类型联合基金的科学家进行问卷调查,对国家自然科学基金联合基金项目的实施情况进行描述性统计分析,对实施过程中存在的问题进行进一步探讨和总结,并提出相应的建议.%According to the orientation of the National Natural Science Foundation of China (NSFC),the NSFC-joint fund project was set up by NSFC,NSFC has played a positive role in the development of national innovation system by means of co-funding,the multilateral cooperation and sharing research resources.In recent years,with the increasing growth of NSFC-Funds,our government requires that it will play an important role of guidance.After a questionnaire survey for the scientists who have applied for and undertaken all kinds of joint funds,we make a descriptive statistic analysis based on the implementation of the NSFC-joint fund project.Then we do further discussion on and summarize open questions in the implementation process,and put forward corresponding suggestions.
