为贯彻十九大精神,把握"一带一路"重大发展机遇,我国出版业寻求"走出去"亟待完善相关外资立法.通过考察有关国家出版业外资立法实践,从立法模式和具体限制条件两个角度,总结概括域外先进经验.我国可以借鉴加拿大、新加坡等国经验,在立法中明确规定文化因素考量;转变观念,加强外资互惠合作;引入特殊管理股制度,促进制度创新.%To implement the spirit of the 19th CPC National Congress and to hold the opportunity of development within the Belt and Road Initiative framework, the going-out strategy of publishing industry in China requires the improvement of legislation in admission of foreign investment. From the perspective of the mode and criteria of the lawmaking, this article analyzes the practice and legislation of different countries and summarizes some advanced experience for reference to China. It is more appropriate for Chinese legislation to learn from the approach in Canada and Singapore, to explicit the cultural interest factors for further consideration, to pursue mutual benefit and cooperation with a broad view of logic, and to strive for institutional innovation such as golden share.
