电力市场环境下安全性定价模型

         

摘要

Under power market environment,participants make their decisions separately to maximize their economic benefits,and emphase the economy of power system too much to ignore its security. At the same time,more and more power systems are operating near their security limits,thus the influence of uncertainty factors on security should not be ignored. To solve the above problems,a security pricing model based on probabilistic insecurity index is proposed in this paper,considering the influences of the uncertain power loads and random fault to system security. It is suggested that the security prices should be released by independent system operator to guide and excite the participants ,and uni-ly the security and economy. Furthermore,the system security and economy are unified in the model. Case studies on IEEE 4-machine 11-noed system show that the proposed method can maximize the economic benefits of all participants and realize the security of the power system.%在电力市场环境下,各参与者为了谋求自己经济效益的最大化而分散决策,过于重视电力系统的经济性而忽视了安全性,而且越来越多的电力系统接近其安全极限运行,随机因素对安全性的影响不容忽视.针对以上情况,提出了电力市场环境下基于概率不安全指标的安全性定价模型,考虑了负荷的不确定性和故障发生的随机性对安全性的影响,由独立系统调度员ISO发布安全定价信息,引导和激励市场参与者分散决策维持系统安全,实现了安全性与经济性的统一.通过IEEE4机11节点系统算例验证了该方法能够在实现各市场参与者的经济利益最大化的同时,实现电力系统的安全性.
