With the frequency and complexity of nowadays disasters, urban safety planning should pursue "essentially safe" cities. "Safety first, sustainable development" concepts should be incorporated in different steps for a comprehensive urban planning technical framework. It requires analysis for different urban disasters, evaluation of disasters on different population and land scales, and research of special topics. It highlights safety layout plan, safety facility plan, and emergency action plan and further studies one or more special disaster prevention planning.%面对当前灾害的多发性与复杂性特征,城市公共安全规划应以构建“本质安全型”城市为理念,将“安全第一、可持续发展”的思想贯彻于城市规划建设的各个环节,采用基于复杂灾害的综合技术路线.其中,基于复杂灾害的城市公共安全规划编制框架突出对不同城市灾害特点的分析,以可能发生的重大自然灾害、人为灾害为重点,综合了基于城市用地规模与人口规模增长的传统灾害与新型灾害风险评估,并要求基于特定城市灾害类型开展专题研究,将安全布局规划、安全设施规划、应急行动规划三个板块作为重要内容,在此基础上,要求进一步深化某种或某几种灾害的专项规划.
