县辖镇级市市域公共服务设施规划研究

摘要

设置县辖镇级市，有利于实现新型城镇化过程中规模效益和低成本的统一。研究从县辖镇级市不同设置情形下市域居民点体系的特征入手，讨论了县辖镇级市市域公共服务设施规划的应对思路，认为县辖镇级市市域公共服务设施规划的关键在于：提升市域城乡居民公共服务水平，以较高标准配置市区和中心村(中心社区)的公共服务设施；充分发挥市区公共服务设施的集聚效应和服务辐射作用，相应放宽市区周边基层村公共服务设施配置要求。基于上述原则，研究设计了县辖镇级市市域公共服务设施的配置标准，并以青岛平度市南村为例进行探讨。%The foundation of town-level cities integrates agglomeration effect and low cost in urbanization. The paper studies the characters of settlements in town-level cities, discusses the ideas and key points of public service facilities planning, and suggests improving public service level in urban area and central vil ages, and relaxing requirements of common vil ages. A set of standards of town-level city public service facilities is made and practiced in southern Pingdu vil age in Qingdao.
