转型发展中的深圳城市用地分类标准修订

摘要

Urban land use categorization is essential in planning management. Its revision wil improve and integrate planning techniques, and shal adapt to urban transition. Based on the review of problems, reasons, status, connotation, and system, Shenzhen establishes “land use categorization + development control guideline” system. The categorization changes towards regular system, technical categorization, and system development, and it conduces to land development and functional change, and guarantees the lfexibility of urban planning.%城市用地分类标准是城市规划编制与管理的核心工具，对其进行修订不仅仅是对城市规划技术的优化与完善，更是适应城市转型发展的复杂过程。在反思历版深圳城市用地分类标准存在的问题、剖析城市用地分类的作用、地位、内涵和体系的基础上，深圳首次构建了“规划用地分类+开发控制规则”的城市用地分类体系。深圳用地分类由单一标准向标准体系、技术分类向制度体系逐步转型，有利于促进用地的合理开发、建设、使用及用途变更，保障城市规划的灵活性和适应性。
