基于行政边界优化的社区中心规划-以重庆市江北区为例

摘要

社区是我国社会管理的微观组织，承担了基层行政管理、社区服务和民主自治的三大基本职能。社区公共服务设施是社区职能的物质载体，其配置与社区行政边界有着很大关联。文章以重庆市江北区为例，以社区职能为出发点，分析了社区公共服务设施建设的现状问题及成因，进而从社区行政边界优化、社区中心规划两个方面对社区公共服务设施规划进行优化，具体探究了社区的合理规模、行政边界优化原则以及社区中心包含的设施类型、规模、选址和空间组织形式等，希望能为老旧社区公共服务设施更新和新社区公共服务设施规划建设提供一定的参考作用。%Community is the basic unit of social management with administration, service, and self governance functions. Community public service facilities conifguration is to a large extent connected to administrate boundaries. With Jiangbei district of Chongqing city as an example, the paper analyzes the problems and reasons of present community public service facilities, proposes improvement suggestions in administrative boundary and community center planning, studies the rational scale of community, administrative boundary improvement principle, community center scale, location, and spatial layout, and provides a reference for other cases.
