粤港澳大湾区协作治理机制的演进与展望

摘要

Beginning with water supply,Guangdong-HK-Macao cooperation has expanded towards commerce and environmental govemance.A top-level design with administrative agreement supported by joint meeting and special group has been established.The paper concludes the evolution of three parts' relation and collaboration and deems their cooperation will step into a new period with the implementation of the cooperation protocol.The paper suggests enhancing regional integration planning,sets up a mechanism with four-side protocol,bay area committee,joint meeting,and special collaboration,and develops the region towards top level international bay area.%粤港澳三地协作治理由供水保障起步,实现了向经贸合作、环境治理等多领域的拓展,并逐步搭建了以行政协议为顶层设计,以合作联席会议、专责小组为基础的协作治理机制,推动了三地的融合发展.文章在总结粤港澳三地关系与协作治理机制演进的基础上,认为随着《深化粤港澳合作推进大湾区建设框架协议》的实施,粤港澳大湾区的协作治理机制建设将进入新阶段,建议加强区域统筹规划、构筑“四方协议+大湾区发展合作委员会+联席会议+专项合作”的协作机制、完善粤港澳大湾区法治框架,以推进粤港澳大湾区建设成为国际一流湾区.
